The 24-year-old turned down the chance to join the Blues on deadline day in August because he prefered the idea of a move to Tottenham.
However, Spurs were not keen on a deal at the time due to Barkley's serious hamstring injury.
Now, he is two weeks away from fitness and Tottenham boss Mauricio Pochettino has hinted at a move.
'We are focused on trying to bring more English players through the academy,' Pochettino said last week.
'If we don't have this profile we will try to take advantage of the English market and add more English players here.'
Meanwhile, Chelsea are looking for ways to bolster their squad in the winter market and are not ready to concede defeat on the Everton man.
Barkley's current Toffees deal runs out at the end of the season.
