Standing has been outlawed at English football matches since 1989 and the Hillsborough disaster, but following successful implementation of safe standing in Scotland and Germany, many English clubs now want that decision reversed.
Sport Minister, Tracey Crouch, rejected West Brom's proposal and was subsequently accused of "declaring war on fans" and being out of touch with the modern game.
Arsene Wenger has given his backing to the proposal saying that it would improve the atmosphere at games while Crystal Palace asked their supporters to sign the petition.
"We would like to thank every last fan who signed the petition and helped take standing to Parliament - the sheer number of fans involved shows the strength of feeling on an issue that isn't going away," said the Football Supporters' Federation in a statement.
"This is not just a 'vocal minority' as the sports minister presumed - the overwhelming majority of fans back the choice to sit or stand, as do most clubs and a growing number of MPs who will look forward to the debate."
